Docks Whilst In A Horse Race

Not sure if I should file this as a bug or a gameplay/UX suggestion but here goes :

If you're in say Dublin and you enter a horse race and then buy a ticket to the mainland you're allowed to buy the ticket and then you also do depart. The problem comes in when you're now on the mainland(one with a port/dock) and try to travel to another city (such as London) the system won't allow you to travel as you're 'in a horse race' - but how can you compete in the race when you're now on the mainland?

Surely the game should prevent you from buying a ticket at the docks in the first place?
