Changes:
- Added paypal token purchase option
- Items in the tokenshop are actually buyable now
- Added all spell affects and spells to the database
- Added manage member rights screen (still need to make it save-able)
- You can now read back old announcements
- Mana now regenerates 1/12 per hour
